Dragon Ball Super completely rewrote what “powerful” means. The moment Gods of Destruction and Angels entered the picture, even the mightiest Z-Fighters looked small. God Ki, divine transformations, and an entire hierarchy of deities raised the bar so high that characters like Vegito — once the undisputed strongest — now sit at the middle of the pack. Here’s how the top twelve stack up.

12. Broly

Born With More Raw Power Than Anyone

Strongest form: Legendary Super Saiyan

Broly legendry supar saiyan

Broly didn’t earn his strength through training — he was simply born with it. As an infant his power level already surpassed most adult Saiyans, and by adulthood only the combined force of Gogeta in Super Saiyan Blue could stop him. He doesn’t need God Ki; he’s just naturally on that level. As of Dragon Ball Super Chapter 103, Broly is learning to control his Legendary Super Saiyan form. Once he masters it, most of the multiverse’s gods will have a real problem on their hands.

11. Vegeta

The Prodigy Who Earned Every Inch

Strongest form: Ultra Ego

Vegeta started training with Whis and Beerus six months before Goku, and even figured out God Ki on his own while Goku needed a ritual. His Ultra Ego form channels Destructive Ki directly, and Beerus was impressed enough to gift him an actual God of Destruction earring. He even beat Goku in a fair fight at the end of Super Hero. Vegeta hasn’t fully unlocked Ultra Ego yet — but when he does, calling him anything less than a god would be an understatement.

10. Goku

Ultra Instinct Mastery No Mortal Has Matched

Strongest form: Perfected Ultra Instinct

Goku Mastered Ultra instinct

Goku has used God Ki longer than any other mortal, and it shows. By the end of the Granolah Saga he’s essentially mastered Ultra Instinct, and can now stack Super Saiyan transformations on top of it for an extra boost. After the Super Hero Saga he can snap into UI almost instantly after powering down. At this point, the only thing separating Goku from the Gods of Destruction is a title — and the upcoming Black Frieza Saga will force him to push even further.

9. Gohan

Universe 7's Untapped Wild Card

Strongest form: Beast

Gohan Beast Form

Gohan has always had the potential to be the strongest hero in the franchise — he just never committed to it. When he finally did in Dragon Ball Super: Super Hero, the result was Beast form, which is terrifying. He defeats Cell Max and then beats Perfected Ultra Instinct Goku in a sparring match. Whis himself floated the idea of making Gohan the next God of Destruction. Beerus disagreed, and honestly so would Gohan — but the fact an Angel even suggested it says everything.

8. Frieza

The Villain Who Outpaced the Heroes While They Weren't Looking

Strongest form: Black Frieza

Black Frieza

While Goku and Vegeta were grinding in their universes, Frieza found a Hyperbolic Time Chamber somewhere in the multiverse and trained solo for the equivalent of ten years. The result: Black Frieza, a form that one-shots both Ultra Instinct Goku and Ultra Ego Vegeta simultaneously. He’s not just threatening the Z-Fighters — he’s threatening the Gods of Destruction. The upcoming Black Frieza Saga can’t come soon enough, because everyone is in serious danger.

7. Vegito

Nearly Killed an Immortal — That Says It All

Strongest form: Super Saiyan Blue

Vegito-Super-Saiyan-Blue-Dragon-Ball-Super-Goku-And-Vegeta-Fusion

Vegito was the most powerful character in all of Dragon Ball Z — and his return in the Goku Black Saga showed why. Super Saiyan Blue Vegito pushed Fused Zamasu to the brink of death, which is remarkable given Zamasu is literally immortal. The catch is his Potara fusion timer drains even faster when he’s in SSB, so he never gets enough time to close out fights. Without that limitation, he might rank even higher. As it stands, he’s undeniably one of the most explosive forces in the series.

6. Gogeta

The Strongest Fusion, No Strings Attached

Strongest form: Super Saiyan Blue

Gogeta Super saiyan Blue

Gogeta doesn’t have Vegito’s timer problem, which makes him the more reliable and arguably stronger fusion. He held SSB for several minutes against Broly and caused an actual dimensional rift during the fight. Toriyama’s original script even had him surviving combat on the surface of the sun. It’s been implied he could take on Beerus at his current level. If Goku and Vegeta ever set their pride aside, Gogeta might be their best shot against Black Frieza.

5. Beerus & the Gods of Destruction

The Ceiling Goku Has Been Chasing for Years

Strongest form: Ultra Instinct (Beerus only)

All God of Destruction

Beerus has been the benchmark since Battle of Gods, and every time Goku and Vegeta seem close, he reveals he was barely trying. He’s the only God of Destruction confirmed to use Ultra Instinct and is considered the strongest among all 12 GoDs — even those from universes with higher mortal levels. In the manga’s GoD battle royale, only Beerus, Quitela, and Belmod make it to the end. Toppo proved a mortal can eventually surpass their God of Destruction — so the gap is closing, just slowly.

4. Zeno's Attendants

Guards for the God Who Can Erase Everything

No transformations needed

zeno's bodyguard

The very existence of Zeno’s bodyguards raises questions. Why does the most powerful being in existence need protection? Likely because Zeno has the mentality of a child — his guards keep him stable and safe from anyone foolish enough to try something sneaky. They’ve never fought on screen, but by sheer logic they have to be stronger than every God of Destruction. They’re probably a tier below the Angels, but well above any mortal warrior.

3. Whis & the Angels

The True Peak of Each Universe

Strongest form: Ultra Instinct

Whis and other angels

Every Angel is the strongest being in their respective universe, and Whis is no exception. He’s been seen casually dodging Legendary Super Saiyan Broly’s attacks and catching Moro’s punches without a second thought. The idea of Goku or Vegeta catching up to him feels completely unrealistic at this point. Whis’s older sister Vados may actually be stronger since she trained him, and all Angels operate under a strict rule of non-interference — so we’ll probably never see them fully cut loose. That mystery is half the point.

2. Grand Priest

Father of the Angels, Right Hand of Zeno

Beyond conventional ranking

Grand Priest

The Grand Priest sits above every Angel and every God of Destruction in Dragon Ball Super’s cosmic hierarchy. He trained all of the Angels — including Whis and Vados — which puts his power level in a category barely anyone can conceptualize. He oversees the Tournament of Power with complete calm, as if nothing happening around him could possibly concern him. He reports directly to Zeno, and that alone tells you everything about where he sits in the food chain.

1. Zeno

The Strongest Being in All of Existence

No power level can quantify this

Strongest god-tier character in dragon ball Z

Zeno isn’t the strongest fighter — he might not even be a fighter at all. But he doesn’t need to be. With a single thought, Zeno can erase entire universes, timelines, and anything else he decides he’s done with. He’s done it casually, without effort, and without consequence. There’s no transformation, no training arc, no rival who could ever threaten him. He’s simply the top of the hierarchy, a god of gods, and nothing in Dragon Ball Super comes close.
